TF22 Series of 1869 Tobacco Stamp

Use of stamps to show payment of taxes on tobacco was made mandatory by an Act of the 40th Congree approved July 20, 1868. Prior to that date various procedures had been used in collecting taxes, principally by monthly statement under oath. Tax rate, at inception of stamp use, was 16c per pound on tobacco with stems, and 32c per pound on tobacco without stems.
